In this website, we use the term 'rehab' as a short easy reference to 'Residential
Treatment Home'.

CALIFORNIA PURPOSE OF REHABS = LOCAL NEED
"The [California] Legislature hereby declares that it is the policy of this state that
each county and city shall permit and encourage the development of sufficient
numbers and types of alcoholism and drug abuse recovery or treatment facilities
as are commensurate with LOCAL NEED."
California State Health and Safety Code, Section 11834.20

'RESIDENTIAL TREATMENT FACILITY(HOME)' - official definition
""...means any facility, building or group of buildings which is maintained and
operated to provide 24-hour residential nonmedical alcoholism or drug abuse
recovery or treatment services."

"TREATMENT' - official definition
""Alcoholism or Drug Abuse Recovery or Treatment Service" means a service
which is designed to promote treatment and maintain recovery from alcohol or
drug problems which includes one or more of the following: detoxification, group
sessions, individual sessions, educational sessions, and/or alcoholism or drug
abuse recovery or treatment planning."
